What are the SBA 7(a) loan requirements for retail businesses in 2026?
Buying a store, stocking it, moving into a bigger space or adding a location can all go on an SBA 7(a) loan. Here’s what SBA checks when the borrower is a retailer, and how Five West gets the file to closing.

Does a retail store qualify for an SBA 7(a) loan?
Most do. The core tests match any business, and our full guide to the 2026 SBA 7(a) requirements covers each:
- Eligibility: for-profit, operating in the U.S. and small by SBA’s rules.
- Ownership: since March 1, 2026, every owner must be a U.S. citizen or U.S. national with a principal residence in the U.S., and green card holders can’t own a share. If a co-owner must divest, bring in your attorney and CPA first.
- Cash flow covering all debt payments by SBA’s 1.10 to 1.25 cushion, and a personal guarantee from each owner of 20% or more.
- Credit: no SBA minimum, though the lenders that underwrite SBA loans usually want 650 or higher.
Stores add product rules: no marijuana products, or pipes and similar items meant or marketed for marijuana; documents proving any hemp and CBD products are legal; and no more than a third of last year’s gross revenue from legal gambling, state lottery commissions included. Our application’s first SBA checks cover ownership and business type.
| Requirement | What SBA requires | What it means for a retail store |
|---|---|---|
| Size | Under your NAICS code’s receipts standard, or SBA’s alternative test. | Varies: $16.5 million for hardware, $47.0 million for clothing. Sales tax excluded. |
| Products | Nothing illegal; at most a third of revenue from legal gambling. | No marijuana goods or paraphernalia; proof that hemp and CBD are legal. |
| Franchise | Brand on SBA’s Franchise Directory. | Gas station fuel supply and dealer agreements count. |
| Inventory | 7(a) only, up to 10 years. | Counts at no more than 10% of book value as collateral. |
| Buying a store | 10% down and 1.25 coverage; an existing business buying another in its industry, or an employee of 24+ months, may qualify for less. | A standby seller note can supply up to half the 10%. |
| Location | Occupy 51% of an existing building, 60% of new construction; build-outs up to 10 years. | Big leased build-outs call for a lease as long as the loan. |
| Fees | Fiscal year 2027 waivers for grocery (445110) and rural businesses. | No SBA upfront guaranty fee on 7(a) loans of $700,000 or less approved by September 30, 2027. |

What is the SBA size standard for a retail store?
It depends on your NAICS code, measured in average annual receipts:
- Hardware retailers (444140): $16.5 million
- Furniture retailers (449110): $25.0 million
- Convenience retailers, no fuel pumps (445131): $36.5 million
- Supermarkets and other grocery retailers (445110): $40.0 million
- Clothing and clothing accessories retailers (458110): $47.0 million
With three or more completed fiscal years, receipts average over the last three or five. Collected sales tax stays out, and affiliates count. Over the line? SBA’s alternative test, based on net worth and net income, may still work. No size standard changed in 2025 or 2026, and SBA’s proposals aren’t final.
Use the 2022 code for what you mainly sell. When SBA adopted NAICS 2022 on October 1, 2022, retail had more changed industries than any other sector: hardware went from 444130 to 444140, furniture from 442110 to 449110, and clothing from 448110 through 448190 to 458110. Online sellers lost their own code, so a web store uses the code for what it sells. The Census Bureau’s 2017-to-2022 concordance maps the rest, and our application asks about every business the owners hold.
Can you get an SBA loan for inventory?
Yes, on a 7(a); 504 doesn’t cover inventory. It can run up to 10 years, and permanent working capital is a common use of Five West’s SBA loans.
Collateral is the weak spot: only 10% of inventory’s book value counts toward a fully secured loan. On loans up to $350,000 that are half or more working capital, the lender also liens the business’s fixed assets, real estate included, until it’s fully secured, and larger loans that fall short look to equity in the owners’ personal real estate.
A 7(a) term loan can’t serve as a floor plan, either. If inventory has to land by a fixed date, tell us: a store that already owns equipment may be able to bridge with a leaseback while the SBA file works toward closing.
How do you buy a retail store with an SBA loan?
If you don’t already own part of the store, put in at least 10% of the total project cost; SBA won’t reduce it unless your existing business is buying another in its industry, or you’ve worked at the store 24 months or more, and the deal meets SBA’s conditions. It can be cash that isn’t borrowed, a gift, or a personal loan repaid from outside income, and a seller note on full standby (no payments for the life of the loan) can supply up to half. Then:
- Coverage: 1.25 from an outside seller, 1.15 when an existing business buys another in its industry.
- Valuation: independent above a $350,000 price, owner-occupied real estate excluded, and quality of earnings at $3 million and up.
- Term: 10 years at most; only a real estate share runs to 25.
- Lien: inventory and receivables, counted at no more than 10% of book value.
Franchised stores need the brand on SBA’s Franchise Directory (updated October 15, 2026), and gas station fuel supply and dealer agreements count as franchises. I’d check it before signing anything. Our application asks about seller financing and your cash in, and the checklist adds the seller’s financials.
Can an SBA loan buy or build out your store?
Yes. To buy, your store must occupy at least 51% of an existing building or 60% of new construction, with terms up to 25 years; property held mainly to rent out doesn’t qualify. SBA 504 is the other route: at least 10% down, 15% if the business is two years old or less or the property is special-purpose, 20% if both. We run 7(a) and 504 against your deal and show you the numbers.
In leased space, leasehold improvements run up to 10 years plus up to 12 months to finish. Past $500,000 or 30% of the loan, whichever is less, a 7(a) calls for a lease that runs, renewal options included, as long as the loan. Fixtures and equipment, from shelving to coolers, generally get up to 10 years, or 15 if the IRS useful life supports it.
Do grocery stores get an SBA fee waiver?
Yes. Supermarkets and other grocery retailers (NAICS 445110) are on SBA’s fiscal year 2027 food-supply-chain list, covering loans approved October 1, 2026 to September 30, 2027:
- 7(a): no SBA upfront guaranty fee on loans of $700,000 or less.
- 504: the upfront guaranty fee and the annual service fee are both waived.
Convenience stores (445131) aren’t on it, but any store in a rural area (a county the Census Bureau defines as at least 30 percent rural) gets the same waivers. With both 504 fees waived, ask us to run 504 next to 7(a) on a grocery building.
When is equipment finance a better fit than SBA?
Under $150,000, or when you need money in days. SBA 7(a) starts at $150,000 with us; below that, our equipment finance and working capital programs fit better and move faster. Equipment finance starts around $15,000, with approvals in as little as 30 minutes on clean application-only files and funding 24 to 48 hours after signing on standard deals. Equipment finance or a lease covers store fixtures like shelving, coolers and display cases, along with a point-of-sale system, kiosks or a forklift.
A business two or more years old can turn owned equipment into working capital with an equipment leaseback, funded 2 to 5 business days after signing, and some clients bridge that way, then refinance into SBA later. One application can also pair a 7(a) with equipment finance.

Frequently asked questions
Can you use an SBA loan to buy inventory for a retail store?
Yes, with a 7(a). Inventory is a 7(a)-only use and can be financed for up to 10 years. It counts for little as collateral, at no more than 10% of book value, so the lender may look to other business assets or equity in the owners’ personal real estate, though SBA won’t let a loan be declined for thin collateral alone. A 7(a) term loan also can’t be used as a floor plan.
How much do you need to put down to buy a retail store with an SBA loan?
If you don’t already own part of the store, plan on at least 10% of the total project cost. SBA doesn’t allow that to be reduced unless your existing business is buying another store in its industry, or you’ve worked at the store 24 months or more, and the deal meets SBA’s conditions. It can come from cash that isn’t borrowed, a gift, or a personal loan repaid from income outside the business. A seller note on full standby, with no payments for the life of the SBA loan, can cover up to half of the 10%.
What credit score do you need for an SBA loan for a retail store?
SBA doesn’t set a minimum score, but the lenders that underwrite SBA loans do, and that’s usually 650 or higher. Cash flow still comes first with SBA, and since a store’s inventory counts for little as collateral, a steady sales history matters. Applying with Five West starts with a soft credit inquiry, which doesn’t affect your score.
Can a convenience store that sells lottery tickets get an SBA loan?
It can, if no more than a third of last year’s gross revenue, rental income included, came from legal gambling and the store meets SBA’s other tests. State lottery commissions count toward that third. Convenience stores (NAICS 445131) aren’t on the fiscal year 2027 fee waiver list that covers grocery stores, though a store in a rural area gets the same waiver, and a store with fuel pumps falls under a different code, 457110.
Can an online store get an SBA 7(a) loan?
It can, if it passes the same tests as any other small business. Since NAICS 2022, online sellers don’t have a code of their own. The old 454110 was split across 42 retail industries, so a web store uses the code for what it sells, and that code’s size standard applies.
Can an SBA loan pay for store fixtures and a point-of-sale system?
Yes. Fixtures, furniture and equipment can go on a 7(a), generally for up to 10 years, or up to 15 if the IRS useful life supports it. For shelving, coolers, display cases or a point-of-sale system under $150,000, or when you need them fast, Five West’s equipment finance usually fits better: it starts around $15,000 and funds 24 to 48 hours after signing on standard deals.
